Yes, it was a token gesture. But the speech that accomplished this ruling was truly a mea culpa on the part of United States. It also provided a written document entered into the Congressional Record that will be there for posterity;

I have to agree. Pointless.

I am and always have been willing to forget all the slavery, raping, killing, mutilation, anal rape, miscegenation, torture, lynching, disenfranchisement, cheating, lying, robbery, racism, ugliness

Just stop doing it and let's go forward.

But doggonit, just when we think we turned the corner, the Haters, the Jesse Helms, the Rush Limbaughs, the junior Klansmen, stinking Republican subhuman trash, they do something else.

They like it, don't they?

So, until they do that, full speed ahead with putting salt in the wounds.
