Cutting Corners in New Orleans – And Strange Bush Family Ties To Boot!

MSNBC reports here that The Army Corps of Engineers, rushing to meet President Bush’s promise to protect New Orleans by the start of the 2006 hurricane season, installed defective flood-control pumps last year despite warnings from its own expert that the equipment would fail during a storm, according to documents obtained by The Associated Press.

That’s pretty sad in and of itself. But the article continues:

The Corps said it decided to press ahead with installation, and then fix the machinery while it was in place, on the theory that some pumping capacity was better than none. And it defended the manufacturer, which was under time pressure.

"Let me give you the scenario: You have four months to build something that nobody has ever built before, and if you don’t, the city floods and the Corps, which already has a black eye, could basically be dissolved. How many people would put up with a second flooding?" said Randy Persica, the Corps’ resident engineer for New Orleans’ three major drainage canals.

OK, but here’s where it gets interesting. The article notes that “the drainage-canal pumps were custom-designed and built under a $26.6 million contract awarded after competitive bidding to Moving Water Industries Corp. of Deerfield Beach, Fla.”

Moving Water Industries Corp? Does this name ring a bell?

Turns out, Moving Water Industries has an interesting history. It’s a family-owned company founded back in 1926, but more recently has been a staunch ally and supporter of the Republican Party. Indeed its president, J. David Eller, is close friend of the . . . you guessed it . . . the Family.

In 1992 Moving Water Industries sold Nigeria $74.3-million-worth of giant water pumps and other equipment in a deal made possible by a loan from Export-Import Bank of the United States. Nigeria is about $23-million behind on its payments, and as the Miami Herald reported last year, many of the pumps were unaccounted for or sitting idle.

From 1989 to 1993, Jeb Bush and Eller co-owned a company, Bush-El, that marketed Moving Water Industries pumps, which are used for flood control and irrigation. Jeb Bush traveled to Nigeria to help push the pump sales, and as son of the president, received red-carpet treatment.

Turns out that the prices for the pumps were highly inflated and many of them could never be used because of infrastructure problems in Nigeria. According to one former employee, "It was the biggest scam I've ever seen in my life."

In any event, the whole deal was investigated by the FBI around the time that George W. was a candidate for president.

Jeb Bush never has had anything but praise for Eller. But the deal itself, Jeb Bush has acknowledged, has been a political migraine. "I made money. That's the only benefit I can see. Otherwise, it's been unmitigated grief."

Here’s a report from the St. Petersburg Times that details some of these connections.

The bottom line: Moving Water Industries – a company investigated by the FBI for manipulating government ties and asserting Bush Family political leverage to fleece the Nigerians for over $70 million a decade ago now stands accused of using the same modus operandi to scam cash-starved New Orleans for $26.6 million in the wake of Katrina.
