Why not? If American can set aside 89 billion dollars to re build Iraq, then why not designate some funds to eliminate the conditions that put black children at such a disadvantage when it comes to growing up in a competitive world. Any discussion on this subject would have to include the question of reparations. Personally, I think reparations to the black race should be in the form of free college scholarships for those who need money to continue their education.
